Long‐Term Effects of Innovative City Logistics Measures
This chapter is based on two long‐term evaluation studies that were conducted as part of the CIVITAS initiative. For the first study on CIVITAS II, the research process was divided into two steps. In the first step, a "quick scan" desk research was carried out to determine the state of the art at the end of CIVITAS II. In the second step, city visits were carried out at the 10 selected cities during which more information was gathered by interviewing city officials and experts and by observing measures. In the second study for CIVITAS Plus, the idea was that the long‐term evaluation was as much as possible based on the same methodology as the original evaluation so that an accurate long‐term assessment could be made. Both studies show the difficulties that innovative city logistics measures face when the demonstration projects end and the logistics solutions need to compete in a commercial market.
