This article concludes that the Wisconsin Public Service Commission encourages municipal utilities to establish water rates that will provide sufficient revenues to continue adequate water service. The commission is also concerned with the needs of the state of Wisconsin and the need for water rate schedules that will help in attracting and holding industries. The commission also desires that rate schedules shall impose no unreasonable discrimination on customers and shall, as nearly as possible, place on each class of customer an appropriate share of the cost for services rendered.
