This case involved a challenge by landowners of water rates fixed by the Southwestern Pennsylvania Water Authority (SPWA) for a mobile home on the landowners' property. In 1908, the property's owners entered into a contract with the H.C. Fricke Coke Co. that granted Fricke the right to lay a water line through the property in exchange for furnishing water to the landowner and his heirs and assigns at $0.25/1,000 gal. Subsequently, Fricke's rights were transferred to the SPWA, and George and Geraldine Grant bought the property. In 1986, the Grants installed a mobile home as a residence for their son and provided water to the home via a hookup to the main water line. The SPWA told the Grants their water service would be terminated unless the line to the mobile home was disconnected. The Grants sued. The trial court ordered the SPWA to provide, at its current rate, metered service to the mobile home.
