USEPA touts DWSRF as SDWA centerpiece
This article discusses the US Environmental Protection Agency's (USEPA's) five‐year report to congress on the Drinking Water Financing Program established in 1996. Addressing implementation progress since the first capitalization grants were awarded to states in 1997 through June 30, 2001, the 108‐page report and accompanying appendices describe and assess how 50 states and Puerto Rico have established and operated their individual Drinking Water State Revolving Fund (DWSRF) programs. This article includes two tables that quantify the nationwide performance of the variety of state DWSRF program structures and functions that so far have delivered nearly three fourths of available funds mostly to smaller community water systems for treatment and transmission/distribution improvements that have enhanced compliance with Safe Drinking Water Act requirements and directly improved public health. The article goes on to discuss other Congressional funding efforts being implemented by utilities.
