P3: Navigating the Process
In the AWWA report, Buried No Longer: Confronting America's Water Infrastructure Challenge, AWWA estimated that “[i]nvestment needs for buried drinking water infrastructure total more than $1 trillion nationwide over the next 25 years, assuming pipes are replaced at the end of their service lives and systems are expanded to serve growing populations.” Because traditional governmental revenues, municipal bond funding, and grant funding cannot keep up with these enormous infrastructure needs, many state and local governments are embracing public‐private partnerships (P3s), and local officials are being forced to learn the complexities of P3s as alternative funding sources.
