Critical Infrastructure Systems at Risk
This chapter articulates the many facets of infrastructure systems and the need for resilient critical infrastructure (CI) systems for public well‐being. Cities have been the centers of human culture and economic activity. However, as the twenty‐first century unfolds, catastrophic and unforeseen events, such as climate change, disease pandemics, economic fluctuations, and terrorist attacks, have played out on a global scale. This chapter offers a synopsis of the need for resilient cities capable of withstanding and recovering from any disturbances or unexpected events while maintaining their essential functions, structures, and identity. First, the utility of infrastructure systems is articulated. The notion of CI is then explained in the context of risk. Resilience is then described concerning vulnerability. The chapter concludes with a discussion on the need for a “Resilience‐Informed Decision‐Making” process to transition from the classical “Risk‐Informed Decision‐Making” process.
