Movement in soils is normal and predictable. Design criteria are available to meet the problem. The presence of soils with significant movement problems can be determined by consulting soil surveys that locate specific soils and make both engineering and agricultural interpretations. The use of simple tests such as the PVC meter developed by the Federal Housing Administration or the test method Tex‐124‐E of the Texas Highway Department are methods for determining the hazards of soil movement due to wetting and drying.
