Challenges and benefits of total water management
This article discusses the concept of total water management (TWM). The overall goal of TWM is management of the entire hydrologic cycle so that water resources can be used and developed more coherently and in a way that balances the needs of all stakeholders. The article discusses how challenges to TWM can be resolved with participation of all stakeholders, integrating TWM into strategic plans, and how sustainable solutions are possible when the various stakeholder groups engage in cross‐boundary, regional dialogue.
