The Court of Appeals of Texas has ruled that a municipality's wholesale water supply contract with a nonprofit rural water supply corporation was unambiguous in providing that the municipality's debt service obligation for water revenue bonds issued by the county water supply district was to be included in determining the municipality's water cost.
