Mandatory Filtration
One item of S.2649, a proposed amendment to the Safe Drinking Water Act, deals with mandatory filtration. Doty expresses concern that scientific data do not warrant such a requirement, a stance supported by the experiences of several utilities in the Pacific Northwest with pristine, currently unfiltered watersheds. In addition, most small water systems cannot afford filtration plants and maintain reasonable water rates. Burba, whose testimony before Congress as AWWA Water Utility Council chairman was summarized in “Update” (Journal AWWA June 1984), explains that representatives of utilities with unfiltered supplies are exploring the possibility of a variance procedure for such utilities.
