The origins of problem structuring in Operational Research (OR) have been traced through their emergence in criticisms of practice in the 1980. In this chapter, the author argues for a methodological interpretation of performative, i.e. an expert engaged in a sequence of observable actions that can be documented, analysed, and refined, ready for deployment to deal with the next complex problem. Following ‘Messing about in Problems’, the chapter could also be thought of as a similar exploration, looking at the similarities and distinctiveness of the different means for engaging with complex problems through a common framework, mindful of the interpretation of OR as technology and therefore with an interest in how the techniques of OR work and how they are used in practice. By concentrating our attention on the actions taken by practitioners when dealing with complex problems and making a methodological interpretation, we can also investigate how moral choices surfaced when making decisions.
