Balancing Demands for Limited Funds Between Existing Infrastructure Needs and Water Supply Projects
This article discusses several factors that utilities should consider when allocating their limited funding reserves or available debt financing capacity, including how the project is defined, who benefits from and pays for the project, and what the timing of the required funding will be. The article discusses the capital improvement plan (CIP) as a critical planning function for every utility to communicate the requirements of the plan for capital purchases.
