City's Consent Not Required for Plant Construction
In a dispute over the construction of a wastewater treatment plant, a Texas appellate court ruled that the consent of the city of Lucas was not required before the North Texas Municipal Water District and the cities of Plano, Richardson, Allen, and McKinney could construct and operate the plant within the city's corporate limits or in its extraterritorial jurisdiction.
