This article discusses the importance of strategic planning and how the process can provide a water system's manager with a road map for resolving the issues he or she may face. It lists the key steps that should be taken to achieve a workable strategic plan that include: confirming core values; articulating a vision; developing a mission; identifying strategic issues; developing goals and objectives; and, formulating and implementing an action plan.
