Institutional Alternatives for Small Systems in the 21st Century
The increasing number of challenges facing small water systems (e.g., regulatory standards, aging infrastructure, and issues of source water quantity and protection) are bringing about new institutional models to meet these challenges. This paper suggests six criteria for assessing existing or proposed alternative institutional structures.
