Summary Report of Senate Select Committee on National Water Resources
This summary report, developed by the Senate Select Committee on National Water Resources, reviews the principal findings of its studies, and presents its conclusions that serious problems lie ahead with respect to the nation's water resources. Adequate measures must be adopted to deal with situations that can now be foreseen to ensure that shortages of water will not control the future destiny of the nation. The provision and management of water supplies for waste dilution, irrigation of arid lands, outdoor recreation, and the conservation of fish and wildlife appear to pose the most serious water problems. The committee recommendations in this report look toward: better comprehensive planning for optimum development of water resources, with improved coordination of federal, state, and local activities; strengthening state participation in the planning and decision‐making process; improving research programs in areas in which there are deficiencies in our knowledge, with emphasis on those in which progress is most needed; a periodic assessment of the water supply‐demand situation; better use of flood plains; further study of areas in which the problems are most severe; a study of the problems involved in future reservoir construction; and, more intensive use of public hearings as a means of stimulating public interest in water resources development and insuring that all views are considered. Water problems are found in all parts of the United States. They are becoming more acute and widespread as the demands of our growing population, agriculture, and industry press ever nearer to the potential limits of the supply of water that nature provides. The major problems may be classified as falling within one of six categories: supply, distribution, natural quality, man‐made pollution, variability, and floods; and, they are dealt with in that order in this summary of the findings of the committee's studies.
