Time horizons in evaluating environmental policies
Environmental policies have to deal with nonlinear changes, discontinuities, and thresholds that may unfold with the passing of time. A recursive and adaptive approach to policy evaluation can deal with these challenges. Key characteristics of adaptive evaluations are their recursive nature, systematic exploration of multiple intervention theories, and ability to probe into new issues in close interaction with the policy development itself. © Wiley Periodicals, Inc.
