Drought‐related water conservation efforts in Missouri
During the drought of 1980, which was accompanied by abnormally hot weather, many public water supply districts were unable to meet high demands because of treatment capacity or hydraulic limitations. The most effective conservation methods were those that assessed and enforced penalties other than monetary measures for noncompliance.
