The Practice and the Practitioners
The subject of heritage and heritage practice has over the last few years developed to encompass nearly all human decisions and actions. Heritage practice is dynamic, with political, social, and economic dimensions. It influences power relations between people, and between different parts of the world. Power relations between states are played out at a global level, while heritage can be very affected by domestic events at the local community level. This chapter looks at the development of the World Heritage Convention and its implications for Africa. It interrogates its application to Africa, touching on issues of contestation, including heritage ownership, use rights, participation, contrasting and at times conflicting voices and interests, and the blurred edges of heritage production, consumption, and control at local and global levels. It calls for a new approach to true partnership between all those involved in heritage, and to the multivocality of heritage practice in Africa.
