In this letter, the author answers Bill Foster's letter “Privatization Panned” (JOURNAL AWWA July 1983) to explain that he did not state or imply that public employees are either “stupid” or “corrupt,” nor that there are no efficient public operations. Foster had made these assumptions based on the author's interview with David Preston in “Face to Face” (JOURNAL AWWA May 1983).
