Wants and goals should be the sources and guides to the objectives that drive plans, also identifiable from the problems that we daily encounter in pursuit of our goals. What we sense as problems, or obstacles in the way of our values, can help identify objectives.
There are ethical and practical reasons why this is a more secure approach than extrapolating objectives from observing current behaviour: Ethically, existing behaviour may be a poor guide to frustrated needs, which may be better discovered through questioning and reflection Practically, there are likely to be better and more effective ways of fulfilling deep seated wants than current patterns of provision.
Values are therefore of primary importance in planning. To texplore their place and contributions, the chapter is organized into six sections: value formation the values of prosperity the value of liberty the value of social justice values for sustainable communities relations among the four community values.
The chapter concludes with a consideration of how values can be combined to generate solutions to problems and shape creative plans for successful communities.
