This article describes the Potable Water and Sanitation Institutional Consolidation Program in the Communities in the state of Guanajuato, Mexico. The Program seeks to help reduce the backlog of needed potable water and sanitation services in rural areas, create infrastructure for the population, and promote participation in system operation and maintenance. It also encourages local authorities to work together and to consolidate rural potable water committees.
