Face to Face
In this month's “Face to Face” David B. Preston, executive director of AWWA, interviews Steve Hanke, an economist with the Heritage Foundation in Washington, D.C. Hanke's experience with public water supplies includes analyzing water demand, analyzing rate structures and the effect rate structures have on water use, and investigating alternative means of financing and organizing water supply systems. Alternatives for financing and organizing water supply systems which Hanke feels are more efficient than current methods include less government aid to failing publicly owned utilities, better utilization of private water utility companies, and employment of the technique known as affermage, or farming out operations and maintenance responsibilities to private firms. Hanke believes the future will require a restructuring of the water industry, with heavy emphasis on privatization and innovation.
