Recruiting and Keeping Competent Engineering and Management Personnel
This article discusses the importance of recruiting and keeping competent engineering and management personnel in a water utility. The article discusses factors affecting personnel policies, including: a lack of continuity of management in publicly owned utilities, especially where political factors exist; salary schedules, especially in publicly owned utilities; and, a minimum of opportunity for exchange and transfer of personnel from one utility or city to another. The article also provides suggestions for improvement, including: raising the status of professional managerial work in water utilities; excellent salaries attract excellent people; good personnel should be able to transfer from one utility to another for career advancement; job rotation for personnel who demonstrate engineering and managerial ability; and, recruitment of college graduates.
