The old adage—“How you communicate is as important as what you communicate”—is especially true regarding public relations between a water utility and its customers. A utility will not be perceived as trustworthy, even if it provides the cleanest, safest water possible—it has to be a visible part of the community, and it must communicate on a regular basis with its constituency.
