Certification and training programs share common purposes. Legislation establishing certification requirements and statements of goals for training programs both profess two aims: to protect public health and safety, and to protect the environment. In addition, certification and training program managers appear to agree that competent operation and maintenance is the vital link between water systems and the protection of public health, safety, and environment. In other words, if the system is technologically perfect but operation and maintenance is inadequate, the goals of protecting the public health and the environment will not be reached. Certification and training programs are tools to help achieve these common goals. They are not ends in themselves but rather function to protect the public health and environment by establishing a standard of competence in operation and maintenance. The primary objective of certification and training programs is determining whether or not an operator is competent to operate, maintain, and manage a water supply system.
