Tenants' Water Service Restored
Mark Sisco and Van Thompson lived in a boardinghouse in Williamsport, Pennsylvania, that had six private rooms and a communal kitchen. In August 1993, the municipal water authority terminated water service because the landlord had not paid the bill for several months. Sisco and Thompson asked the authority to restore water service, citing the state law protecting tenants' rights. The authority refused, claiming the law did not apply to boarders in a rooming house. Sisco and Thompson sued, seeking to have the authority enjoined from terminating service. The trial court ordered service restored.
