The article “Decentralizing Water Resource Planning and Management” by Wright, Cohen, and Health (JOURNAL AWWA July 1982) utilized a study conducted for the U.S. Water Resources Council, State of States: Water Resources Planning and Management. According to these readers, the data presented in that report for the state of Georgia are inaccurate. The report indicates that water management in Georgia is based on the capacity use area. However, since 1972 Georgia has had a statewide water management program, which includes permitting both groundwater and surface water uses in excess of 100,000 gpd.
