A platform for research: civil engineering, architecture and urbanism
This chapter explores the factors behind London's inability to manage the costs of housing demand associated with its global success. Housing liberalisation, constrained land supply, restrictive financing laws for boroughs and central government disinvestment in social housing, all contributed to the under delivery of public housing stock during the 1990s just as professional demand began to soar. The chapter details some of the successes of the London Plan's densification and ‘Opportunity Areas’ strategies. These are balanced against the ongoing decline in government investment, the failure of the Thames Gateway vision, and a lack of innovation on building re‐use. It concludes with observations on the potential for institutional investors and housing associations to play productive roles in alleviating outcomes in the market.
