Evaluation of Investments in Water Resources Management
The evaluation of proposed water resources programs is confronted with inherent difficulties. The analysis should include an estimate of what is likely to happen in the future, and much of the analysis must be based upon estimates of physical and biologic consequences which are imprecise. The article discusses the three fundamental limitations of any effort at technical evaluation of public investments.
