What Do the SDWA Amendments Mean for Small Systems?
The 1996 Safe Drinking Water Act (SDWA) amendments mark the dawn of a new era in ensuring the safety of America's drinking water. The amendments represent a balanced, integrated framework of reform that offers opportunities for states and water systems. One of the most important provisions in the amendments creates a new state revolving loan fund program to provide loans for SDWA compliance‐related capital improvements to drinking water treatment facilities. Three major new prevention provisions are discussed: source water protection, capacity development, and operator certification. A new amendment requirement states that water systems must prepare an annual consumer confidence report that must include information on the source of supply and finished water quality. Other regulatory improvements are discussed as well.
