75 Years of Too Cheap Water–9 Years Later
This article argues the point that water is too cheap if its price is an impediment to good service and if its price is the reason for failure to provide the quality of water service the public needs. The low price may be commensurate with the existing quality, but the water is too cheap if its low cost blocks or discourages needed improvements.
