This symposium paper discusses the importance of adequate accounting practices in utility management. The paper lists three categories of good accounting practices, including: customer billing, collecting and accounting; general accounting; and, general records and statistics (usually maintained by the accounting department). The paper also recommends a rating scale that breaks each area down into a series of parts, and allows utility managers to rate their own utility in the fields mentioned above.
