Open‐Source Urban Planning: The Renewal of Planning Institutional Practices
This chapter examines the effects of the digitization of cities on urban planning institutions. It reviews the opening of planning processes, with the emergence of digital technology as a new tool for local institutions, from the opening of public data to the co‐construction of policies. Then, from the case of Paris, the chapter shows the use that can be made of these resources in the institutional practice of planning. It explores the impact of these transformations on urban planning, by raising the issue of progression within the milestone towards a more collaborative and participatory approach. The emerging use of Civic Tech tools by local institutions provides an opportunity to try to make the collaborative turn in urban planning more effective, establishing it as an open‐source practice. This approach is now the dominant paradigm of the literature, but strives to materialize when confronted with technical logics and the reality of local power.
