The Pendulum Swing of Revenue Stability and Conservation
This article uses the pendulum swing to illustrate the imbalance between revenue stability requirements and water conservation objectives. The unique factors that make up a utility's water demand and revenue characteristics are discussed, along with the steps required to quantify these factors, including: reviewing possible internal adjustments; conducting studies and scenario testing; tracking and monitoring trends; developing risk mitigation tools; and, promoting community education and outreach.
