Drought Policy and Management
Drought, the most common and costliest natural hazard, has significant human, economic and environmental impacts. If not properly prepared for, drought can amplify poverty, reduce human wellbeing and act as a threat multiplier. The challenge for communities and countries is reflected in drought's spatial and temporal distribution, extent and intensity. Exposure, vulnerability and risk vary across societies and continents, with serious impacts for agriculture, water supply and livelihoods. This chapter begins with an assessment of drought as a hazard, then examines social and physical implications and considers ways to improve drought resilience. Case studies highlight the links between drought and climate change, expanding water demand and resource conflict that reflect the complexity of drought today. These examples indicate progress from crisis‐led responses to more proactive policy development and risk management, but much more remains to be done.
