Planning for Safety, Health and Environment
The Safety, Health and Environment (SHE) Management Model, developed by the European Construction Institute (ECI), provides a framework for setting policies, standards and procedures. It considers the status of the project, develops goals and provides a basis for planning which takes regard of the risks inherent in the proposed construction methods. It extends beyond the assessment of risk into the development of a safe system of working. Having established the necessary controls, it develops procedures for organising, implementing and measuring health and safety performance. It follows international standards such as EN ISO 14001:2004 and EN ISO 9001:2000 and relevant national guidance. In this chapter, we focus on the planning aspect of the model.
