Water Utility Performance Criteria
This paper discusses performance criteria related to water utility operation. These criteria cannot be generally applied to all utilities, because utilities and customer requirements differ. Each utility must establish its own performance criteria. Proper performance criteria must be flexible enough to allow for changes in customer service requirements and utility growth. The article lists the requirements that water utility performance criteria must relate to and encompass, and provides examples of performance criteria in the following areas of utility operations: water quality; water pressure; the percent of water pumpage sold; unit cost accounting, or cost per million gallons; the relation of total operating and maintenance expense to total revenue; a gross revenue criterion, or the average revenue per 1,000 gal of water sold; the amount of investment in a utility plant; pumpage per customer; purchased power criteria; pipeline breaks; and, manpower criteria.
