Safety management on construction sites has developed a two‐pronged approach. Safety engagement draws on ideas of a safety culture, asking people to follow the rules and to make safety personal to them, whilst safety enforcement concerns the site rules. Yet whilst corporate voices speak of engagement and individual responsibility, the site remains a place of violation and punishment, to the point where enforcement of safety is even considered to be necessary for any realisation of safety in practice. With both safety engagement and enforcement management practices to be found on sites, this can lead to inconsistency and incoherence in both the context for safety management, and how it actually manifests in practice.
