Successes and Failures in Earthquake Protection
A Country Comparison
In this chapter, the authors review the achievements in earthquake protection, country by country, for many of those countries at greatest risk from earthquakes. It seems appropriate to separate the countries into three separate groups. The first group is referred to as the ‘High Achievers’. Japan, the US State of California, New Zealand and Chile belong to this group. A second group of countries has made some progress, but it is slow, and limited, focused on earthquake science and hazard mapping, improving earthquake codes and their enforcement in new buildings, and in the training of engineers. In this category of ‘Limited Achievers’ are most of the European countries. The third group of countries are those where, in spite of campaigning and action by a group of dedicated professionals, not enough is being done at a national level or by individuals to control risks, which continue to rise.
