Although it's common to hear about water scarcity framed as a looming worldwide crisis, many communities are in fact seeing declines in water demand. For systems near the limits of their current water supplies, the realization of ongoing conservation efforts is welcome relief. But for some older communities where freshwater is plentiful, it's the loss of residents, not improved efficiency, that has caused demand to drop.
