Viewpoint – System Manager Deplores Cover‐up Compliance
Small water systems often are not equipped with adequate facilities or personnel to comply with the various water quality regulations currently in effect. The author, superintendent of the Hyde Park Fire and Water District in Hyde Park, New York, describes how so‐called cover‐up compliance is used to skirt local politics or even unemployment. Better communication is needed concerning new rules and required tests, both for increased understanding by the public and for true compliance on the part of water system operators. This letter was written in response to “Face to Face” featuring Jacqueline M. Warren of the Natural Resources Defense Council (Journal AWWA January 1984).
