In water‐short areas of the nation ownership of water supplies is critical to survival and growth. Valuable rights are involved. Another obstacle to regionalization is the complication involved in changing contractual relationships. Unwillingness of any of the parties to alter the contractual relationships could result in litigation which would negate a regionalization effort. The financial implications of transferring ownership to a regional organization pose perhaps the biggest impediment to regionalization.
