Assuming there is a potential health risk from various organic chemicals in drinking water, then it is incumbent upon EPA, under the Safe Drinking Water Act and other laws, to attempt to control such exposures for public safety. The method and implementation strategy of EPA is not altogether rigid or fixed; there are alternatives, particularly for THM control. In no case can reduction of the barriers to waterborne infectious disease transmission be tolerated in the name of chemical control.
