During the past several years, a growing number of ideas for establishing utility rates have been suggested. While some have merit, the traditional tenet of basing rates on actual cost is still the most valid approach. Pricing variations are measured against the outlined components of rate‐making, revenue requirements, cost of service, and rate design.
