A court needed to decide whether a city's water rates, which were 75 percent higher for nonresident customers than for resident customers, were unreasonably discriminatory. In doing so, that court could accept testimony and exhibits suggesting that certain costs regarding nonresident customers were relevant factors supporting a difference in rates, according to an Illinois appellate court.
