    Terminating Water Service Violates Tenant's Rights

    According to US Court of Appeals for the Sixth Circuit, if a landlord owes a city for a prior tenant's unpaid water bills, then the city's policy of denying water service to a new tenant violates the tenant's equal protection rights.
