Physical & Financial Master Planning
When planning new water systems it is necessary to consider public wants as much as their needs. Financial planning, therefore, plays at least as important a role as the physical planning of the facility. The public must be educated to accept the costs of better service, and the utility must then implement the program so as to retain the public's confidence. All of these features must be incorporated into a 20‐yr master plan.
