Court Nixes Uniform Rates
Southern States Utilities (SSU) has, over 10 years, bought small independent water and wastewater utilities throughout the state and serves about 180,000 customers in Florida. In May 1992, SSU filed an application with the Public Service Commission (PSC) for authority to increase the rates and charges of its 127 systems. In March 1993, after numerous public hearings, the PSC approved 26.77 and 48.61 percent increases in SSU's annual revenue from its water and wastewater systems, respectively. The order also approved a new rate structure for SSU in the form of statewide uniform rates for the 75,000 water customers and more than 25,000 wastewater customers served by the 127 systems. One county and two villages appealed the PSC decision.
