The Safe Drinking Water Act and EPA's Role in Training
Under a previous, largely permissive authority, EPA's trainlng programs evolved as spin‐offs from research developments or as results of specific needs. Resources were meager, and EPA's efforts reached only a fraction of the total number of State, local and Operator levels that needed assistance. The Safe Drinking Water Act is expected to effect some positive changes in this area.
